Rule of law is at the core of the European Union enlargement process. One of the six major flagship initiatives of the Western Balkans Strategy adopted by the European Commission in February 2018 with aview to facilitating the accession of the countries of the Western Balkansto the EUstresses the importance of the rule of law.
Within this context and in response to demands by citizens for justice, the EC launched the Rule of Law Initiative in April 2019. The Initiative monitors and assesses the effectiveness of the implementation of rule of law reforms and increased accountability within the rule of law chain in Bosnia and Herzegovina. Reinhard Priebe (former Director for the Western Balkans at the EC) supported by several experts led this initiative, which included several concrete activities such as fact-finding missions, trial monitoring, casebased peer reviews of serious crimes and of the agencies for law enforcement.
The central public event of the Initiative was a public debate on the rule of law in Bosnia and Herzegovinatitled ‘Pravo na pravdu!’ that took place in Sarajevo at the Parliamentary Assembly of Bosnia and Herzegovina on 20 November 2019. The public debate provided Mr Priebe and his team with an opportunity to listen to the concerns and recommendations of citizens and other stakeholders, which he reflected in his final report. This also provided civil society with the opportunity to engage in the discussion on the findings of the Opinion and the Analytical Report on the Rule of Law in Bosnia and Herzegovina in 2019.
Under the coordination of the Technical Assistance and Information Exchange Instrument of the European Commission (TAIEX) and within the context of the objective and purpose of the project, BORAM was entrusted to ensure that all of the necessary services and activities related to the planning, implementation and management of the conceptual, logistical and technical services required for the organisation of the one-day event/public debate on the Rule of Law in Bosnia and Herzegovinaheld in Sarajevo on 20 November 2019 at the Parliamentary Assembly of Bosnia and Herzegovina were in place.
